What Visitors Need to Know

Missouri legalized recreational cannabis in November 2022 and the market launched quickly. Kansas City and St. Louis both have excellent dispensary scenes with competitive pricing. The 3 oz possession limit is generous. Missouri is surrounded by states without recreational cannabis (Kansas, Iowa, Arkansas, Tennessee, Kentucky) making it a regional destination. Good home grow rules — up to 6 plants.

Major Cities

Kansas City
Excellent market — regional destination for surrounding states.

Kansas City has a thriving dispensary scene that draws customers from Kansas, Iowa, and Nebraska — all prohibition states nearby. Prices are competitive and the product quality is high. The Plaza and Westport areas have multiple dispensaries. KC is genuinely worth visiting for cannabis tourism combined with its world-class BBQ.

St. Louis
Gateway city — great market on both sides.

St. Louis has a strong dispensary scene throughout the city and suburbs. Multiple operators compete aggressively. Illinois is just across the river (also legal). Strong selection of locally grown Missouri cannabis. Prices are competitive.

Springfield
Ozarks hub — solid regional market.

Springfield is the commercial hub of southwest Missouri and has good dispensary access. Serves a large rural area where cannabis culture is surprisingly strong. Prices are competitive with the major cities.

Dispensary hours, prices, and local rules change frequently. Always verify before visiting.

Legal Background

Missouri voters passed Amendment 3 in November 2022, with recreational sales beginning February 2023. Adults 21+ may possess up to 3 oz of flower. Home cultivation of up to 6 plants is legal. The Missouri Department of Health and Senior Services oversees the cannabis program. The existing medical infrastructure converted quickly to adult-use.

Finding Local Rules

Missouri allows municipalities to regulate but not ban cannabis retail. Kansas City and St. Louis both fully allow sales.
