What Visitors Need to Know

North Dakota is medical-only. Recreational legalization failed at the 2018 and 2022 ballots. The medical program works for card holders but visitors have no legal access. Minnesota to the east is now legal. Montana to the west is legal. North Dakota is a prohibition island in a changing region.

Major Cities

Fargo
Largest city — medical dispensaries only.

Fargo has the most dispensary access in North Dakota for medical patients. Minnesota border is close and Minnesota is now recreational. Don't cross into MN and bring back cannabis.

Bismarck
State capital — medical only.

Bismarck has a couple of dispensaries for medical patients. Not a cannabis destination.

Grand Forks
University and border city — medical only.

Grand Forks has UND and sits near the Minnesota border. Minnesota's legal status makes this border more significant. Don't cross state lines with cannabis.

Legal Background

North Dakota voters approved Measure 5 in 2016 creating a medical cannabis program. Recreational legalization failed in 2018 (Measure 3) and 2022. Medical patients can access flower, edibles, and other products through licensed dispensaries. Home cultivation is not permitted.
